A resident of Manage, with a cast on my foot that prevents me from putting any weight on it, I urgently need a household composition certificate. So I emailed the town's population services department. They replied that they "no longer send this type of official document by email and that they can send it by mail, or that I must go in person to the population services counter during opening hours." Since Bpost is on strike and I urgently need this document, my partner accompanied me to the town hall this morning. Upon arrival, the town hall was undergoing renovations. Access was via the side of the building. I am in a wheelchair. There is a curb and two very high steps to climb. NO ramp, NO grab handle, NO ACCESSIBILITY. My partner went back to the car to get my crutches, which I rarely use (as I have slight weakness in my other good leg). I nearly fell going up the two large steps and stubbed my toe in a cast. The result: severe pain in my fractured foot. I finally managed to get to the population services counter. The woman with the unsettled expression didn't say hello and was unpleasant. I asked for my document and complained about what had just happened and the poor accessibility. In a haughty manner, she replied that it was just as difficult for her to work in such conditions. She added that I should have inquired about the work, as it had been underway for a year and a half (which means a handrail should have been installed a year and a half ago...). Not for a second did she consider that I was in a cast and had just hurt myself. Extremely unfriendly. And to top it all off, she told me that every Belgian citizen can download their household composition certificate online from the government website. It would have been much easier if they'd explained this to me by email before I came all the way here! I'm furious. A young, tattooed woman who overheard the conversation came out of the office to give me the paper explaining how to download the household composition form online and helped me leave the building more easily. It's truly unbelievable that a municipality that signed the accessibility agreement for people with disabilities not only failed to plan any adaptations during the construction work (given the cost of the work, I doubt an access ramp would have been the most extravagant expense) but, above all, worked with such unpleasant staff. A word to the wise…

Lovely community hall, finally nearing the end of the works. Friendly staff.

The reception service is abysmal; they are incredibly unpleasant and not welcoming at all. Some are haughty, and you always have to wait two hours for something. Honestly, take a day off work if you go there.
