  You can't pick up a pass at 3:50 PM? Assume that it will already be closed half an hour before closing time or that you won't be able (or willing) to be helped any further. Only go by appointment, even if they say it isn't necessary. Consider booking something else with the same staff and take a day off, because there aren't many good times available after office hours. It's a lot of hassle for a simple card exchange.

  I went to pick up my passport today. The reception was very smooth, and then I received excellent help from a lady at Counter 1. Thank you. But now the real work begins; I went to get passport photos, and they weren't needed.

  I had to wait fifteen minutes before I could be helped. Once at the right counter, everything went very smoothly. Friendly staff.
