Absolutely perfect! I called the population services department around 10:00 this morning for a document I needed here in France, and an hour later I received it by email. This Thursday, September 1st, around 3:15 PM, I contacted the urban planning department and found myself on hold for what seemed like an eternity... only to end up, after 30 minutes, having spoken to no one... an answering machine telling me I was the second person on hold, and my estimated wait time kept getting longer... no doubt the administrative staff have stopped taking calls to make sure they finish their long day by 4 PM... life is tough for administrative employees...
